چکیده
juvenile offenders who prior to 1948 might have been liable to corporal punishment, and would be so again were it re-introduced. Members of the working party are in a position to study these young people and have experience of helping children who show disturbed behaviour which may or may not result in committing offences, as also of the effect on them of different forms of punishment and treatment.
